New Roads and New Traffic Lights
First / 99 / Second Connector
1st and seneca to 99 to 2nd and garfield - modest connectivity
Barger Road Extended from 99 to Northwest Expressway

New Traffic Lights
5th and Seneca

West Eugene needs a couple new traffic lights to facilitate better traffic
flow. The 5th and Seneca intersection gets congested during rush hour, and would
be an ideal location for a traffic light. This light could be a blinking red
light during off-peak hours. Another location for a rush-hour only traffic light
would be First and Bertelsen, which apparently has plans for a future traffic
light (via the utility box on the west side of the intersection). The new light
at 99 for the First / 99 / Second connector would need to be timed with the
existing 5th / 99 light.
The lights on West 11th may need additional tweaking to ensure constant flows.
Further study may also reveal ways that off-center intersecting roads could
be aligned differently to reduce the number of lights.
Several intersections in the area could use dedicated left turn lights (particularly on West 18th) to facilitate better traffic flow and reduce backups for turning traffic.
